MINNESOTA CLEAN CAR PROPOSAL DELAYED DUE TO CORONAVIRUS OUTBREAK

"Plans to adopt California vehicle emission standards in Minnesota hit a bump in the road Friday, April 3. The state Pollution Control Agency had aimed to publish an official notice of its intent to adopt the Clean Cars Minnesota program this month, opening a new public comment period. But it announced Friday that the outbreak of the coronavirus here and the stay-at-home order accompanying will push back the publication date, at least for now." reports Post Bulletin.com: "The announcement comes days after the U.S. Department of Environmental Protection announced it would effectively weaken federal emission guidelines established during President Barack Obama's administration.  Minnesota's Clean Car program was proposed in late 2019 to circumvent such a rollback. If adopted, it would require manufacturers to deliver cars for sale here that meet stricter emission guidelines first established in California."

NEW YORK LEGALIZES E-BIKES, SCOOTERS FOLLOWING YEARS OF DEBATE

The New York State legislature on Thursday approved Gov. Andrew Cuomo's policy proposal to legalize e-bikes and e-scooters statewide, which will be part of the new fiscal year budget bill. The legislative chambers are slated to continue debating the budget bill on Friday afternoon before it's finalized, according to LocalSYR.com." says smnartcities.com: "Scooters will have speeds capped at 15 mph, while there will be three classes of e-bikes created: pedal-assisted with no throttle; throttle-assisted with a maximum speed of 20 mph; and throttle-powered with a maximum speed of 25 mph. Riders of the latter class of e-bike would be requited to wear a helmet"

TESLA PREPPING 3-ROW AND RWD MODEL Y CROSSOVERS FOR DELIVERY

"It appears Tesla is getting set up to begin delivering less expensive rear-wheel-drive Model Y crossovers. In addition, people who ordered a Model Y with the optional third row are receiving emails asking for details to finalize the delivery process." reports InsideEVs: "some reservation holders who ordered the rear-wheel-drive Model Y Long Range have already been asked to provide Tesla with their payment information and trade-in details. Our friend and contributor Dan Zorrilla has a reservation for a Model Y Long Range (RWD) with the optional third row."

PROS OF BUYING A NEW EV DURING THE PANDEMIC FROM RIDE.TECH

Low interest rates. The COVID-19 pandemic has caused a severe economic slowdown. To help boost spending, the Federal Reserve has made cuts to the federal funds rate. The emergency interest-rate reduction is the largest in the Fed’s history. This rate cut means that if you plan on financing your EV, you may be able to secure a car loan with low interest. Low interest rates can make your car loan more affordable, saving you money over the long haul.

 

Great deals. COVID-19 concerns have made many people reluctant to venture into public spaces such as car dealerships. This is expected to cause a sudden and acute drop in car sales. Dealers aren’t taking this without a fight, and many have introduced attractive bargains designed to woo buyers. Because of these deals, you may find that the new EV you’ve had your eye on is now more accessibly priced than ever.

 

Deferred financing. Many shoppers are skittish about committing to an EV purchase when it’s possible that the COVID-19 crisis could ultimately cause them to lose their job. To address this, many automakers are providing new-car buyers with financing deals that allow them to defer their payments. Ford announced that its financing unit is offering new-car buyers the option of deferring their first payment by 90 days, and Nissan says it will roll out a similar program. Hyundai has said it will defer payment for certain new vehicles in its fleet by 90 days, and it will provide up to six months of payment relief for customers who become jobless.

TESLA CUTS CONTRACTORS FROM CALIFORNIA, NEVADA FACTORIES

"Tesla Inc is cutting contractors from its U.S. car and battery plants, CNBC reported on Friday, citing workers and a contract staffing agency." reports New York Times today: "Balance Staffing told workers they would stay on the agency's books and could find other work via their business, according to the report, which added that contractors hired with other temp agencies had received similar notices."

 

"It is with my deepest regret that I must inform you that the Tesla factory shutdown has been extended due to the COVID-19 pandemic, and as a result, Tesla has requested to end all contract assignments effective immediately," Balance Staffing, a workforce management company, said in a memo sighted by CNBC.
