He is a Professorial Lecturer in the Paul H. Nitze School of Advanced International Studies (SAIS) at Johns Hopkins University, Senior Adviser for the Institute for Integrated Transitions (IFIT), and consultant to multilateral organizations such as the World Bank, U.S. State Department, U.S. Agency for International Development, and OECD as well as bilateral donors, developing country governments, think tanks, and NGOs. He is the author of the U.S. State Department’s Political Transitions Analysis Framework (2020) and co-author of the United Nations – World Bank flagship report Pathways for Peace: Inclusive Approaches to Preventing Violent Conflict and USAID’s Fragility Assessment Framework (2018). He was the lead author, coordinator, and managing editor of both an eight country comparative study for the United States Institute of Peace on social contract formation in fragile states and a 100-page flagship publication for IFIT articulating a new approach to regime transitions in post-conflict and post-authoritarian countries. Dr. Kaplan is the author of two books on fragile states—Fixing Fragile States: A New Paradigm for Development (Praeger Security International, 2008); and Betrayed: Promoting Inclusive Development in Fragile States (Palgrave Macmillan, 2013)—and one book on human rights and culture, Human Rights in Thick and Thin Societies: Universality Without Uniformity (Cambridge University Press, 2018). He is working on a book on reversing social breakdown. Dr. Kaplan has published widely on development issues in publications such as The Washington Quarterly, The American Interest, Orbis, Policy Review, National Affairs, Journal of Democracy, The Wall Street Journal, and The New York Times. He has spoken on development issues in major forums around the world, including the Global Economic Symposium (GES) in Kiel, the World Bank in Washington, the Chinese Academy of Social Sciences in Beijing, the Overseas Development Institute in London, and the Aga Khan Foundation in Ottawa. He serves on the Board of Directors of three non-governmental organizations in the United States and abroad. Dr. Kaplan has 20 years of on-the-ground experience managing projects in developing countries, and he has worked for several large multinationals, including Procter & Gamble, Compaq Computers, and Komatsu. During his seven years in Shanghai, Dr. Kaplan founded four companies. Dr. Kaplan has visited over 70 countries and done research in countries as disparate as Somalia, Yemen, Bolivia, Pakistan, Brazil, Sri Lanka, Iran, Azerbaijan, and Syria. He speaks Mandarin Chinese and Japanese. She also brought partner organizations together for then-President Barack Obama’s My Brother’s Keeper initiative and spearheaded the city’s Project PEACE initiative which bridged community members with the Tacoma Police Department. As mayor, she continues to be a champion of these important issues while expanding her involvement in regional and national conversations on affordable housing, transportation, strengthening youth and families, public safety, growing local business, and the creation of family wage jobs. She has also worked to more fully engage the city’s youth in community decisions that impact them every day, by expanding Student Government Day and establishing the city’s first Youth Commission. Woodards has been selected to serve in a number of national leadership roles that allow her to share information with other cities across the country and bring best practices back to Tacoma. In addition to her role as President, she has served as co-chair of both NLC’s Council on Youth, Education, and Families and its Race, Equity and Leadership program. At the United States Conference of Mayors, she serves on the advisory board; as vice-chair of the Committee on Jobs, Education, and the Workforce; and as cochair of the Women Mayors Leadership Alliance. Some of her other leadership roles as Tacoma’s mayor include positions on the Puget Sound Regional Council Executive Board, Sound Transit Board, Tacoma-Pierce County Economic Development Board, Pierce Transit Board, Foundation for Tacoma Students Board, and the Workforce Central Board. In partnership with County Executive Bruce Dammeier and County Council Member Connie Ladenburg, she also convened elected leaders from across Pierce County for Mayoral Roundtable to explore opportunities for regional collaboration on the issue of housing attainability in the region, an initiative that formally came to be known as the ‘South Sound Housing Affordability Partners.’ Woodards has consistently reaffirmed her support for immigrant and refugee families, and Tacoma remains a welcoming city committed to providing immigrant and refugee communities with equitable access to City services. Alongside her peers on the City Council, she advocates for policies that provide safety and stability for all members of the community, and she uses her national leadership roles to join with mayors across the county in calling for federal reforms. Under her leadership, the city appointed members to its first Commission on Immigrant and Refugee Affairs. This commission was established to better engage with immigrant and refugee communities, and to work with local organizations to identify and advance positive outcomes for community members in need. Demonstrating a lifelong track record of public service, Woodards has served as president of the Tacoma Urban League and as director of community development for the Tacoma Rainiers. He is the first African-American to be elected mayor of historic Selma. In 2020, the citizens of Selma re-elected Perkins to serve as mayor. Links Mentions During Show: · · to be a guest on the podcast About Matt Tuerk, Mayor of Allentown, PA Mayor Tuerk was born in East Stroudsburg in 1975. He spent his first nine years under the watchful eye of his Pop-Pop and Mimi (an immigrant from Cuba) while his parents dedicated themselves to their education. In 1984, the family moved to Boulder, Colorado, where his parents continued their studies. Daily life in a progressive college town taught him the value of equity and diversity. Mayor Tuerk's brilliant “second mom”, Nana Kathleen, reinforced that message, saying “value your whole self, be grateful for your blessings, and there is no difference in people simply because of color; racism is a human-generated distinction, cruel and wrong. The Mayor's education after high school started in Philadelphia, where DIY punk rock and liberal arts education set the foundation for discovering the value of community and trusting people to develop ingenious solutions to the challenges that they face. Love and curiosity pushed him around the world over the next ten years, including stints in Bellingham, WA; Charleston, SC; Havana, Cuba; Columbia, SC; Managua, Nicaragua. In South Carolina with his now-wife, Karen, he pursued his love of global commerce by completing his Bachelor of Science in International Business at the College of Charleston before earning an MBA at the Moore School of Business at the University of South Carolina. Mayor Tuerk had always wanted to return to his Eastern Pennsylvania roots, so in 2004, he and Karen moved to Allentown because they were attracted to the energy and diversity of the city. After taking time off to care for their two daughters, Karen became a lecturer in Environmental Science at Muhlenberg College in 2011. They have two daughters, Amelia and Margot. In 2008, Mayor Tuerk took a position with the Allentown Economic Development Corporation (AEDC) where he learned the power of building coalitions to solve problems. He helped to establish the Urban Manufacturing Alliance, which is a national coalition of cities dedicated to strengthening their manufacturing economies. He also worked diligently to develop resources at the Bridgeworks Enterprise Center, helping AEDC earn a grant from the Economic Development Administration and a visit from the US Secretary of Commerce in 2012. Additionally, he cofounded the Lehigh Valley’s first coworking space and first community-operated “hackerspace,” where individuals with shared creative pursuits can meet and collaborate. In 2013, he joined Don Cunningham to transform the Lehigh Valley Economic Development Corporation (LVEDC). Starting as the Director of Research and Innovation, he led a data initiative to contextualize the region’s economy for local stakeholders and national developers. As Vice President of Administration, he rebuilt LVEDC’s internal systems and finances, and established a Salesforce platform for managing economic development projects. After becoming LVEDC’s Vice President of Economic Development in 2015, he led the group in attracting billions of dollars in economic growth in the Lehigh Valley and creating thousands of jobs for its residents. His success in this role led him to become the nationally known spokesperson for economic development in the Lehigh Valley. LVEDC was recognized as a Top 20 Economic Development Organization by Site Selection magazine in 2019, and then again in 2020. In 2020, Matt stepped down from his position at LVEDC to run for Mayor. He hopes to bring his fresh ideas and experience to the city, build coalitions, and serve all of Allentown’s residents with a government that reflects the city’s incredible diversity. In his spare time, Mayor Tuerk is a lover of languages and a runner of marathons. He speaks Spanish, Portuguese, and French, and has spent the past three years learning Chinese. His next challenge is Arabic. He began running marathons in 2013 and has completed the distance 18 times, including New York and Chicago. He has run in the Boston Marathon twice, and his personal best of 3:06 in Chicago makes him eligible for the 2021 Boston Marathon. Over the years, she has been active in various civic and professional organizations, to include the United Way organizations in Augusta, Albany, and the Central Carolinas, the International and Georgia City-County Manager's Associations, Women's National Book Association, Charlotte Chapter, and the National Forum for Black Public Administrators. She is also a graduate of Leadership Georgia, Leadership Albany, Leadership Charlotte, and Leadership Augusta. She is a Diamond Life member of the Delta Sigma Theta Sorority, Inc., and an active Rotarian/Paul Harris Fellow. She has also served on the boards the Institute for Social Capital at the University of North Carolina-Charlotte, Partners for Out of School Time, Caring, and the Steering Committee of the Charlotte-Mecklenburg Women's Summit. She also served as a member of The Executive Leadership Team of the Central Savannah River Area (CSRA) American Heart Association Heart Walk. Additionally, she is an active member and Vacation Bible School teacher at Good Shepherd Baptist Church. A native of Augusta, Mrs. Jackson graduated from the Academy Of Richmond County. She was the first student at the College of William and Mary to pursue the interdisciplinary major in Public Policy, completing it with a concentration in Urban Policy. Later, she was a recipient of the Alfred P. Sloan/Association for Public Policy Analysis and Management Fellowship, and earned a Master's Degree in Public Policy with a concentration in Management from Duke University.
