Serge discussed the history of weather modification, tracing it back to military projects in the 1940s and 1950s, including Operation Popeye, which involved flooding Viet Cong tunnels. He connected these early efforts to modern geoengineering techniques like solar radiation management and stratospheric aerosol injection. Serge also mentioned Dr. J. Marvin Herndon, a geophysicist, and Eric Hecker, a Raytheon whistleblower, who have claimed to have evidence of secret geoengineering activities, though Serge expressed uncertainty about the credibility of Hecker's revelations."
