In many martial arts school in the US, a black belt indicates that a student has demonstrated sufficient knowledge and competence to teach at their school. Often that includes what is often the very first level of black belt or "first degree" (aka "shodan" in karate schools) and that teacher could be referred to with the title, "sensei".
