In a real emergency, in the moment that matters most, a lot of people in Providence don’t find out from the City. They find out from sirens. Or a friend texting them. Or social media. Or someone calling them saying, “Lock your doors.” That’s not a plan. That’s luck. And in public safety, luck is not leadership.

When you’re the mayor of a city — especially a city with colleges, hospitals, dense neighborhoods, and millions of people passing through — you don’t get to treat an active shooter like just another breaking-news moment. You don’t get to assume it’s “contained,” or that people don’t need to know because it’s a Saturday.
