Several Alabama counties will use the new lien auction procedure in 2019. Investors will bid down the redemption interest rate rather than bid up the overbid. Winning bidders will receive tax liens with no possessory rights. Liens can be foreclosed three years after the auction to obtain clean and insurable title.
