California's Authority Revoked / RIZON / Inspiration Mobility
Audio: This week’s content: June 2nd, 2025 Senate Revokes California’s Authority to Cut Emissions Pollution Last week, the Senate voted to overturn California’s authority to cut emissions pollution from cars and trucks – breaking a 50-year precedent. The decision reverses California’s waivers under the Biden Administration’s Clean Air Act for the Advanced Clean Trucks (ACT), Advanced Clean Cars II (ACC II), and Heavy-Duty Omnibus (HDO) regulations. CALSTART’s President and CEO, John Boesel, issued the following statement in response to the vote: “In a massive handout to special interests, the Senate today took a radical action that creates enormous policy uncertainty for the entire transportation industry. This move concedes the industries of the future to global competitors, will increase air pollution, accelerate global warming and result in significant job loss. This vote upends decades of policy that has successfully resulted in cleaner air and the growth of a robust clean transportation industry. It is a brazen, yet futile, attempt to bring the clean transportation industry to a sudden halt. CALSTART will continue to partner with the states working to fill this gaping void left by today’s federal action.” Check out the full press statement . Vancouver Island Adds RIZON Electric Truck to Municipal Fleet The City of Colwood has become the , the RIZON e16M. The Class 4 medium-duty vehicle will support the city’s municipal wellness and public works services and aligns with Canada’s goal of net-zero emissions by 2050. The e16M’s dump body is ideal for municipal needs and is just one of many recent RIZON deliveries across Canada. The country’s Incentives for Medium- and Heavy-Duty Zero-Emission Vehicles program provides ~$75,000 at purchase, with British Columbia offering up to $75,000 more in provincial incentives, helping speed adoption of electric vehicles up North. Inspiration Mobility Launches American Fleet Leadership Coalition to launch the American Fleet Leadership Coalition to advocate for the preservation of the IRA’s 45W credit – the Commercial Clean Vehicle Credit. 45W plays a critical role in supporting the expansion of domestic manufacturing by spurring demand for light, medium, and heavy-duty electric vehicles that save businesses money, create jobs, and improve reliability and safety for drivers. Terrawatt and Greenlane Open Charging Depots in SoCal With political headwinds fueling uncertainty across the industry, in Southern California. Last month Terrawatt Infrastructure opened a facility in Rancho Dominguez, 12 miles north of the ports of Los Angeles and Long Beach. With 7 megawatts and 20 fast-charging stalls, 125 trucks per day can charge right by the busiest seaport complex in the country. Greenlane Infrastructure also just opened a facility in Colton, about 60 miles east of LA, with over 10 megawatts of charging capacity. More details about the opening of Greenlane’s site are in the story below! These new electric truck stops represent the next phase of electrification in California, one that serves longer-haul applications. They’ll support more routes each day from SoCal’s crowded ports to distribution warehouses further inland, where drivers can get a “top-off” charge multiple times per day. Greenlane’s Flagship Charging Hub Grand Opening on April 24th! It was a monumental day, with over 200 attendees, including state and local government officials, industry leaders, and representatives from across the zero-emission transportation ecosystem. The event showcased 17 zero-emission trucks, buses, and vans, underscoring the momentum behind the commercial EV movement and Greenlane’s role in driving it forward. The facility was completed just 8 months after breaking ground, thanks to effective collaboration between public and private sector partners. Along with 41 OEM-agnostic chargers, the depot has a spacious lounge with food and beverage options, free Wi-Fi, and round-the-clock on-site attendants. There’s also the option to lease office space and parking, offering fleets a safe and convenient place to work and park overnight. Greenlane also secured their first commercial fleet customer: Nevoya, the first zero-emissions electric trucking carrier and technology-driven logistics platform in the U.S. Nevoya will begin operating a fleet of electric trucks out of the site, leveraging the charging infrastructure and on-site office space. The Colton facility is the first of several locations to make up the I-15 commercial EV charging corridor, with plans to open sites every 60-90 miles in Long Beach, Barstow, and Baker. Blue Bird Introduces Medium Duty Truck Blue Bird, a well-known school bus manufacturer and one of the largest electric school bus makers, . While they’re not the only manufacturer to recently launch a step van, they’ve been building their own chassis since 1952 and might be able to leverage this experience against other competitors. The vehicles have a 140kWh battery good for “up to 130 miles” and quick charge capabilities. Blue Bird plans to start shipping vans in the first quarter of 2026. Windrose Launches First All-Electric Long-Haul Sleeper Truck Windrose Technology, the Belgian developer of zero-emission long-haul trucks, in the United States. Range Energy Announces Partnership for Refrigerated Trailers Range Energy is teaming up with Thermo King and ESL Power Systems to bring its transformative technology to refrigerated trailer units. Range’s product adds a battery and electric motor e-axle to a semi-truck trailer, allowing fleets to electrify without needing to buy new vehicles. While not a fully electric solution, the tech can reduce fuel usage substantially and add enhanced capabilities like trailer control and regenerative braking. While Range is still in the early stages of production, they’re now targeting opportunities to reduce emissions in refrigerated freight. Refrigerated units typically run on an additional small diesel engine, and Range’s trailer offers a big enough battery to eliminate this. The 288kWh battery is purportedly enough energy to keep the trailer box cold for a full day while unplugged from shore power, even in hot temperatures. They’ve already trailed the Thermo King partnership and will be trailing the ESL partnership soon. Range is expecting their first customer deliveries at either the end of this year or early next year. Fleet Electrification Success Dependent on Infrastructure Readiness Acquiring or upfitting vehicles is only half of the equation when it comes to electrification – well-planned charging infrastructure is essential for sustainable operations. , operator of North America’s largest fast-charging network for mission-critical fleets, outlines key considerations to ensure the fleet electrification process is handled with infrastructure considerations top of mind. To quote directly from Brendan’s article, “Smart fleet managers are learning to map their vehicle deployment schedules to infrastructure readiness, not the other way around.” 10 States Hit EV Goal Set in 2013 In 2013, the then-governors of California, Connecticut, Maine, Maryland, Massachusetts, New Jersey, New York, Oregon, Rhode Island, and Vermont in their states. The set a collective target of 3.3 million ZEVs on the roads of the signatory states by 2025, which has been achieved. In Oregon, for example, there are now over 100,000 EVs registered in the state, compared to just 300 in 2013. During this time of considerable uncertainty at the federal level, it’s encouraging to see states still prioritizing the adoption of clean transportation technologies for the benefit of their communities. Zenobe/Orange EV/Harbinger/Greenlane/ a bunch of events
NewsNotes, March 14th Zenobē Launches Europe’s Largest Battery Storage Site at Blackhillock, Scotland. Phase 1 of the project is now operational, comprising 200MW, and an additional 100MW will come in 2026. The combined 300MW/600MWh is over 30% of installed battery storage capacity in Scotland to date. Strategically located to mitigate grid congestion from nearby wind farms, the new storage site will save consumers an estimated £170 million over the next 15 years and help avoid 2.6 million tons of CO₂ emissions. Europe’s new largest battery will also provide Stability Services to its network operator, increasing security and reliability. To learn more about Zenobē’s work, check out details of their upcoming webinar with CALSTART, located in the “Upcoming Events” section below. Orange EV Introduces 7.5-year Warranty Electric terminal truck manufacturer on their batteries, powertrains, and electric components. The prolonged coverage is unmatched in the industry, where typical warranties are 1-2 years or 6,000 hours. Orange EV’s class 8 trucks have been in use since 2015 across much of the US, Canada, and the Caribbean, with deliveries to more than 300 fleets and over 20 million miles of service. This experience backs up the confidence of offering such an extended warranty, increasing reliability and cost savings for fleets. The warranty is also transferrable, easing worries about resale value. Harbinger’s New IRA Risk-Free Guarantee Medium-duty EV focused , and has launched the IRA Risk-Free Guarantee to keep prices as low as possible for customers. The IRA’s 45W Commercial Clean Vehicle Credit gives up to $40,000 per EV for fleets, but with the ongoing uncertainty around federal funding programs, Harbinger is guaranteeing a discount similar to the tax credit. How it works: customers will receive a credit at purchase, and if the IRA tax credit stays active for 2025, they will pay Harbinger in a later second payment. If the credit is canceled, Harbinger will cancel the second payment, ensuring customers pay the discounted price no matter what. Harbinger’s electric chassis is built for medium-duty applications like vans, box trucks, RVs, and emergency vehicles, and increasing cost parity can make the technology an attractive alternative to diesel for fleets. Greenlane’s Electric Charging Truck Stop and New Technology Suite Greenlane is making major strides in advancing public charging for commercial medium- and heavy-duty fleets, in Colton, California next month. The site will include over 40 chargers, a mix of pull-through 400 kW dual-port and 180kW chargers. Greenlane plans to deploy solar panels and battery storage systems during a later development phase. In anticipation of the flagship truck stop opening, aimed at addressing fleet manager and driver pain points. Along with a new website, Greenlane is introducing an app for drivers to check charger availability and reserve spots, a portal for fleet managers and dispatchers to better plan and manage routes, and an Application Programming Interface (API) to enhance fleet management data.
