የሲኤፍሲኤ ኢትዮጵያ ፖድካስት ሁለተኛው ክፍል  ‘የመንግስት ድጋፍ ለባህል’ የሚል ሲሆን- በባህል እና የባህል እና ፈጠራ ኢንዱስትሪ ላይ የካበቱ እና ጥልቀት ያላቸው ውይይቶች የሚካሄዱበት መድረክ ነው፡፡

በተሾመ ወንድሙ ተዘጋጅቶ ከእንግሊዝኛ የግርጌ መግለጫ ጋር የሚቀርበው ይህ ክፍል በኢትዮጵያ እንዲሁም ከዛም ባሻገር ኪነ-ጥበብን ለመደገፍ የመንግስት ድጋፍ እንዴት እንደሚመደብ ይዳስሳል፡፡በባህል ላይ የመንግስት ኢንቨስትመንት ምን ይመስላል? ተስፋ ሰጪ የሆኑ አዳዲስ ክንውንኖች ምንድን ናቸው፤ክፍተቶችስ ያሉት እምን ጋ ነው? የሚሉትን ጥያቄዎች ይመለከታል፡፡

ይህንን ውይይት የሚቀላቀሉት ዶ/ር ይስማ ጽጌ ሲሆኑ ጥናታዊ ምርምር ስራዎችን የሚሰሩት ዶ/ር ይስማ በቅርብ ጊዜ የሰሩት ጥናት በባህል ዘርፉ ላይ የመንግስት የገንዘብ ድጋፍ ምን ይመስላል የሚለው ላይ የብርሃን ጮራን የሚፈነጥቅ ነው፡፡ አቶ ተሾመ እና ዶ/ር ይስማ በጋራ የዚህን ጥናት መረጃ በጥልቀት ይመለከታሉ፣ዘላቂ የገንዘብ ድጋፍ እንዳይኖር የሚያደርጉ እንቅፋቶች እንዲሁም የለውጥ መንገዶችም ላይ ይወያያሉ፡፡
